PLA To Override Chinese Civilian Legal System
The CCP has recently made 3 very important movements in a very low profile way that could be related to preparation for war. Changes have been made to a wartime law that seems to virtually give the PLA limitless authority to override the civilian legal system to more easily commit what normally would be considered criminal activity under normal circumstances, to achieve military related goals. “National Defense Mobilization” offices have been popping up all over China for what seems to be a few years at least, and there is a new military reserve law that seems to have draft related verbiage implied.
The CCP’s mouthpiece People’s Daily published a very short report about a meeting of the CCP’s National People’s Congress, which is the law making body of China. They deliberated on the draft decision of the Central Military Commission, on submitting for review, the partial provisions of the criminal procedure law and its military adjustments. Chen Yixin, Secretary of legal affairs provided a summary which should easily bring to light their intentions. The CCP is always purposely vague, to a possible interpretation is, when their army commits criminal acts during wartime, they will make adjustments to their judicial, investigative, and persecution systems, obviously with Xi Jinping as receiving final say. They will override their own legal system when wartime status is declared.
Another important movements missed by the outside world is their new national defense mobilization “offices” in Fuji’s province, Shanghai, Zhenjiang, Gina, and many other small cities throughout China already, even in villages as small as 129 people, Reports are saying there is already forced national defense education training being conducted in these facilities.
The CCP has passed a new law to be effective the beginning of March, that seems to expand the reserve military. It can be concluded from an English translation of the law, that every citizen at 18 years old must enlist as a reserve member of the PLA and receive education, training, and even forced active duty, if found eligible and that a typical soldier can expect no less than 4 years of active duty service. During a mobilization order, those unable to serve must work military assistance jobs, like factory production for hardware.
According to Chinese media reports, the CCP’s National Defense Mobilization department has transformed into a large military level unit directly managed by at least 28 provincial military districts. In addition, their mobilization efforts are also underway to strengthen information gathering for electron magnetic spectrum manipulation; meteorology and hydrology mapping, and the maintenance of extremely high tech equipment.
Personal reporting found on Twitter in China has revealed a case involving a recent high school graduate named Zhang Jia Hag who was criminally charged with refusing to serve in the PLA. He received 9 related charges on his record, a 34,000 Yen fine, and was sentenced to being banned from leaving China for 2 years.
These 3 quiet movements made by the CCP could all be related to a total takeover of the PLA over their own civilian legal system in a chilling predicate for war.
